What is New Type Influenza?
The influenza viruses that affect humans are classified into three types: Type A, Type B, and Type C.
Of these three, the one that will cause a great epidemic is Type A. Type A Influenza is further subdivided into 144 subtypes. Each has its origin in Bird Flu. However, viruses are constantly changing, and once in every few decades a completely new and hitherto unknown subtype of virus appears which is transmitted from human to human. The virus which developed from Bird Flu, and which can be transmitted from human to human, is called New Type Influenza.
No one is immune to the New Type Influenza, and in the modern world we now have global transportation networks that allow people to travel freely all over the world. For this reason, when there is an outbreak of New Type Influenza anywhere in the world, it is difficult to prevent the spread of infection, and it is possible for the virus to spread throughout the world in a short period of time. It is not possible to predict the potential harm accurately, but once a pandemic (world-wide epidemic) breaks out, it is often impossible to take effective countermeasures. Therefore we must assume the worst-case scenario based on the latest the latest research and prepare countermeasures in advance.Damage Expected in Case of a Pandemic
The damage from an outbreak of New Type Influenza will not be limited to human health. When many people are infected at the same time, the number of workers in all fields-medical facilities, distribution, manufacturing and the service industries-will decline, leading to expected damage and confusion in all social activities.
At the time of the Spanish Flu the distribution of goods stopped, resulting in deaths from starvation and widespread confusion from economic paralysis.
Damage in Japan Based on the Ministry of Health and Welfare’s Trial Calculations:
Population: 127 million
Number of People Infected: 32 million
Number of People Hospitalized: 530,000-2,000,000
Number of Deaths: 170,000-640,000
Characteristics of the New Type Influenza (H5N1)
Deaths of People in Their Teens and Twenties Increasing
New Type Influenza is far more infectious, and grows far more quickly, than other pathogens. Healthy people with normal immune systems readily develop “cytokine storms” and become gravely ill, moreso than people with weak immune systems. “Cytokine storms” are thought to result from an overreaction of the body’s immune system, thereby harming the body it is trying to protect. It is a condition to which the young, with their strong immune systems, are especially prone. When it occurs, all the organs are damaged, resulting in an extremely grave condition. Cytokine storms occurred with the Spanish Flu as well; it was reported that many young people died in that pandemic as well.
When will an outbreak of New Type Influenza occur?
It is impossible to predict precisely when an outbreak of New Type Influenza will occur, but based on genetic analysis of the H5N1 Bird Influenza virus, it is certain that the New Type Influenza virus is gradually altering so that humans will be more easily infected. The fuse that will set off an epidemic of New Type Influenza is without question getting shorter.
Protective Measures After an Outbreak of New Type Influenza
Measures to Take After an Outbreak of New Type Influenza Has Been Confirmed Overseas
–Pay close attention to the news and to information from your home country’s embassy or consulate. Do not be upset by rumors; depend only on reliable information.
–If your embassy issues an advisory for citizens to return home, book a return flight immediately and return home as soon as possible.
–Ascertain the emergency supplies you need and replenish them as necessary.
Measures to Take When an Outbreak of New Type Influenza Has Been Confirmed in Japan
–Go outside as little as possible.
–If you must go outside, wear a mask, goggles and vinyl gloves.
–Be diligent in washing your hands, gargling and washing your face.
Anticipated Symptoms of New Type Influenza

Fever (above 38 degrees Centigrade, 100.4 degrees Fahrenheit)
Choking, persistent cough
Great fatigue, aching muscles, aching joints
Symptoms of inflammation of the lungs, such as difficulty breathing
Lower back pain, diarrhea
Nosebleeds and bleeding gums
Malfunction of multiple internal organs
These symptoms are projections based on those which occur in the case of H5N1 Bird Influenza; it is possible that the symptoms of New Type Influenza will differ.
If you suffer from high fever and fatigue, and you suspect that you are infected, contact the health center and follow their instructions.
For those in the early stages of illness there are places that will determine whether you have New Type Influenza (Fever Outpatient Clinics, Fever Centers). There are hospitals that will admit you for treatment, and hospitals that will not admit influenza patients. Do not go to your regular hospital without an appointment; if you simply walk in there is a risk of spreading infection in the hospital.

Threat Levels (Phases) for New Type Influenza, According to the World Health Organization (WHO)
Japan has set domestic warning levels in accordance with WHO standards.
Japan has further classified these levels into (A) Is there no outbreak in Japan?, and (B) Is there an outbreak in Japan? The Threat Level for New Type Influenza in Japan is now Phase 3A.
Treatment of New Type Influenza
Anti-influenza drugs (Tamiflu and Rilenza) are effective in treating New Type Influenza, but they are not specific remedies. Because these medicines prevent the virus’s growth, it is important to take them as quickly as possible after contracting the illness.
Tamiflu (Anti-Influenza Drug)
Both as a preventive drug and as a drug for treatment of infection, Tamiflu prevents the spread of the virus in your body.
Tamiflu is more effective the sooner you take it after the onset of infection. If you do not take Tamiflu within 48 hours of contracting the virus, its effectiveness is limited.
Rilenza (Anti-Influenza Drug)
This drug, which requires a special inhaler, prevents the growth of influenza virus, just as Tamiflu does. In cases where Tamiflu induces diarrhea, or where the virus is resistant to Tamiflu, Rilenza is the drug of choice.
Quarantine and Forbidding Group Meetings Prevents the Spread of Infection
The graph on the right shows the number of deaths in Saint Louis and Philadelphia during the Spanish Flu epidemic of 1918. There is a large difference in the number of deaths and the magnitude of the epidemic between Saint Louis, which was quick to implement quarantines, to prevent large-scale gatherings, and to force closures, and Philadelphia, which was slow to take mandatory measures. History shows clearly that limiting people’s ability to go outside is an effective measure to prevent the spread of epidemics.
Measures We Can Take Before the Outbreak of an Epidemic of New Type Influenza
In case of an outbreak of New Type Influenza in Japan, we can expect a shortage of hygienic masks, food, etc. It is important to prepare in advance. (An epidemic is expected to last two months, so it is best to purchase two months’ worth of supplies.) It is also a good idea to discuss these preparations with your family.
On Avoiding Infection and Preventative Measures (In Case of an Outbreak of the New Type Influenza in Japan)
Preventative measures for the spread of the New Type Influenza will be completely different from those for previous influenzas. In the event that an infected person is identified in Japan, it will be necessary to take the greatest measures to prevent the spread of infection, both to avoid an epidemic and to protect oneself.
1. Do not come to school. If a victim of the New Type Influenza is identified anywhere in Japan, and the Ministry of Education issues an order for the temporary closure of educational institutions, it is the duty of all schools to halt classes immediately. J. F. Oberlin University, in accordance with these rules, will halt classes for approximately two months. An order to refrain from going outdoors will be issued, and students will be forbidden from coming to school. When this prohibition is issued it will be listed on the school’s home page, eCampus, and the website of the Center for International Studies. Please check these sites for announcements, updates, and the latest information, and guide your actions accordingly.
2. Do not go outside. If you must go outside, be sure to wear a hygienic mask, goggles, and rubber gloves, to give yourself maximum protection against infection.
For students in their teens and twenties, there is danger of suffering great harm as a result of “cytokine storms.”
Trains and buses are spaces in which infection spreads easily, so avoid using them as much as possible.
3. Concerning emergency supplies. When the order to refrain from going outdoors is in force, you must not go out shopping as usual. Store up the daily supplies you will need, in preparation for an emergency (for example, buy portions of rice in vacuum retort packs, bottled drinks, etc.). We anticipate that it will be two months from the announcement of a epidemic until the all clear is sounded.
4. If you are infected. Even if you have a regular hospital, do not simply go in for an examination. Contact the hospital first to confirm that they will examine potential New Type Influenza patients. We must all be concerned that there is no infection of the hospital patients, or of patients in other hospitals, or of hospital outpatients. If you have a high fever, or if you feel great fatigue, before seeking an examination contact your nearest health center or hospital and follow their instructions. Prepare yourself for these eventualities by writing down the telephone numbers of your nearest health center, etc.
It is the same in case a member of the family you are living with is infected. Those who care for the infected family member must carefully take precautions to avoid infection themselves. It is imperative to wear hygienic masks and goggles, and to wash hands and to air out the sick room regularly.
